It's all in how you take on the task of "keeping the peace", some view this as a purely defensive task as most of the world does and some view it as an offensive one as America typically does. So, in that sense, I also find it offensive.

Keeping the peace relates to rules and regulations created by those in the driver's seat. They create and enforce these laws.

People get on in general, once you divide them up (us against them) and get them to hate and distrust each other you can control them quite easliy.
