Ideally, everyone on earth would do the "right thing" and there would be no more plastic pollution.

We all know that the ideal will never happen voluntarily, so the solution is clear. Given current population numbers, what we need is an all powerful global government that can impose its will on every man woman and child on the planet. This government could impose an immediate ban on all plastics production and use.

An alternative solution would be to continue to allow for the use of plastics, but to reduce the human population of the planet by 90%. Again, we would need an all powerful global government that could impose its will on every person on the planet. Then, forced sterilization of the world's population could commence. Of course, a small "breeder population" could be maintained, culled from the ranks of the elite families of the world. Eventually, all non-desirable populations would self-terminate, with only the superior classes remaining, which would reduce the pollution footprint of humans to forever sustainable levels.

Of course, this would necessitate the militarization of the planet, as vast numbers of the global population would no doubt revolt against the obvious necessity of their forced sterilization. An estimated 60-70 million armed troops could be mobilized to crush dissenters. The under-classes of the globes populations could be exploited to this end with simple inducements of daily food rations, accommodations, clothing, and basic health care. This shouldn't be a problem as these troops will be culled from the dregs of society and such meager subsistence will seem like a massive improvement in lifestyle to them.

Of course, once the forced sterilizations have been performed, the issue of disarming the 60-70 million troops will need to be addressed in order to prevent them from extrapolating upon their new-found "prosperity" towards ideas of individual liberty, which must be avoided at all costs if the ultimate depopulation is to be achieved. Perhaps the troops could be poisoned slowly over time so that they were unaware of what was happening before it was too late. Once they were all dead, the world could continue on in a state of pristine peace and prosperity for all time.
